The Internet Complaint Office was affiliated by the initiative "Deutschland sicher im Netz" (Germany Safe on the Net). On 7 February 2007, the 'Safer Internet Day', a further commitment of actions was presented to the public. The initiative's aim is to protect users from security problems and crime on the Internet, to motivate a responsible use of IT and to strengthen the trust in technologies. The commitment to actions under does not only promise to provide an Internet Complaint Office but, above all, to publish its existence with Internet users.
The according complaints procedure is governed by the following rules of FSM and the Association of German ISP and Internet Association. The two associations are responsible for the following areas:

- Newsgroups
- Spam
